Summary of Role:
To act as an internal Electrical Clerk of Works, monitoring and inspecting all electrical installation activities on Non – Permanent Works to ensure appropriate compliance with contract documents, BS 7671 (IET Wiring Regulations), and relevant statutory/industry standards. The role provides technical oversight, quality assurance/compliance, and impartial reporting, helping to ensure all electrical works are delivered safely, to specification, on time, and within budget.
The position also supports the hybrid commissioning and handover of non-permanent systems into permanent installations, ensuring a controlled and compliant transition process.
The Clerk of Works would be required to build a positive environment for the application of a quality related Ethos within the various Dalkia Teams. Team mentoring sessions and general support in the field, along with promoting various quality themes during each month.
The Clerk of Work would report directly to the Dalkia Construction Manager.
Accountabilities:
Inspection & Quality Assurance
- Carry out regular inspections of electrical installations, including containment, cabling, earthing, temporary supplies, lighting, and distribution.
- Verify that materials, equipment, and workmanship comply with approved drawings, specifications, and relevant British Standards.
- Inspect and witness both non-permanent works (e.g. site power, temporary lighting, welfare connections) and their safe transition into permanent systems.
- Witness and record electrical testing and commissioning (e.g. insulation resistance, continuity, polarity, R1+R2, Zs, functional testing, and integration checks).
- Identify and report non-conformances, defects, or poor workmanship promptly to the Project Manager or Superintendent.
- Maintain detailed records, including daily diaries, test results, photographs, and inspection reports for audits and regulatory purposes.
Compliance & Technical Oversight
- Ensure all electrical works comply with BS 7671, BS 7375, IET Guidance Notes, and other relevant standards (e.g. BS 5839, BS 5266).
- Monitor compliance with the Construction (Design and Management) Regulations 2015 (CDM 2015) and all site health, safety, and environmental requirements.
- Check that statutory certification and documentation (EIC, EICR, test sheets, O&M manuals, as-built drawings) are correctly completed and filed.
- Verify earthing and bonding arrangements, distribution board schedules, circuit labelling, and changeover procedures from temporary to permanent supplies.
- Oversee and provide assurance on hybrid commissioning activities, ensuring safe isolation, continuity of supply, and correct phasing during system transitions.
Coordination & Communication
- Liaise daily with Project Management, Superintendents, and Client Teams to resolve technical and installation issues.
- Attend progress, coordination, and technical meetings as required.
- Advise on practical solutions to electrical design, installation, and transition challenges while ensuring compliance.
- Provide impartial reports, recommendations, and technical advice on electrical progress, quality, and safety.
Key Deliverables:
- Daily/weekly electrical inspection reports with photographs, comments, and actions.
- Assisting/Advising SQEP SME’s on the content & Production of ITP’s & ITF’s.
- Witnessing and sign-off documentation for key electrical tests and commissioning activities.
- Logs of defects, non-conformances, and remedial actions.
- End-of-project summary report confirming compliance and outstanding issues.
- All Quality related Fieldview reports and delivery mechanisms
- Assurance evidence for non-permanent to permanent electrical commissioning and handover.
Minimum Qualifications/ Experience
- Time-served electrician or electrical engineer with demonstrable inspection/QA experience.
- NVQ Level 3 in Electrical Installation or equivalent trade qualification.
- City & Guilds 2382 (18th Edition) essential; 2391 (Inspection & Testing) desirable.
- Strong knowledge of BS 7671, IET Guidance Notes, and industry standards (BS 5839, BS 5266, BS 7375).
- Experience with both industrial and construction-based temporary installations and their interface with permanent LV systems.
- Proven ability to oversee and validate commissioning and handover of electrical systems.
- Excellent attention to detail and record-keeping skills.
- Clear communication skills for engaging with contractors, designers, and client representatives.
- Competent in MS Office / Excel / Word for reporting.

Additional Qualifications/ Experience:
- HNC/HND or degree in Electrical Engineering or Building Services.
- Membership of ICWCI, IET, or similar professional body.
- ECS / CSCS / CCNSG safety card.
- First Aid and Site Safety training (SMSTS/SSSTS).
- Nuclear Experience desirable
