Two senior leaders from Dalkia have been voted in to support governance of the Building Engineering Services Association (BESA) – the UK’s leading trade body for building engineering services contractors, championing competence, compliance and higher standards across the built environment.
Paul Eagle, Technical Director of Dalkia’s Engineering arm, was voted in by his industry peers to become BESA President in 2028, he will start the process this September when he becomes Vice President; while Mark Snell, Digital, Quality, Sustainability & Improvement Director for Dalkia’s Engineering team was voted in to join its membership Council.
It marks a high point in Dalkia’s 25-year support of the association – which helps to deliver healthier, safer and more energy efficient buildings.
BESA’s chief executive officer David Frise congratulated the two appointees and thanked Dalkia for its long-standing and committed service to the Association.
“BESA has been leading change and driving quality standards across the sector for more than 120 years but our enduring success has been built on the committed and expert contributions of leading engineers and their employers,” he said.
“At a time when the industry faces generational change in building safety, sustainability and technical standards, BESA is harnessing the expertise and leadership of members like Dalkia to strengthen standards and share best practice across the whole BESA community.
“Paul and Mark encapsulate that spirit and a dedication to building a better industry and built environment for the benefit of all,” added Frise.

- Paul Eagle has 25 years’ experience in the building services sector. His career spans the full breadth of the building engineering services sector – from apprenticeship through to project leadership, design management and design leadership and now executive leadership. He is currently Chair of BESA’s Technical Committee.

Particularly when BESA directly aligns with our values – such as being a trusted partner through collaboration and continuous improvement; and taking responsibility through sustainable energy solutions.”
- Mark Snell also has over 25 years’ experience. He specialises in leading business improvement, quality management, digital transformation and engineering excellence across the building services and construction sectors. In parallel, he is also Chair of the BESA Offsite Group, Net Zero Group and member of the Technical Committee.
And they’re in good company. Other staff from Dalkia’s Engineering team with a long-term commitment to BESA include John Norfolk, Senior Project Manager, who has supported BESA for 25 years. John is also an ex BESA President, he is currently a BESA Board Trustee, Membership Committee Chairman and Legal and Commercial Vice Chairman. In addition, he has held roles regionally during his tenure – Yorkshire Chairman, representative on BESA’s Council, membership committee, and its legal and commercial committee. Meanwhile, Ian Lammas, Commissioning Lead for the North, has been involved with BESA since 2005 and is currently North West Regional Chairman, National Chair of the Specialist Commissioning Group, and an Elected Council Member.
