RoTOF 2025: UK Road Tunnel Safety Leaders Meet in Liverpool

Dalkia was proud to host this year’s Road Tunnel Operators Forum (RoTOF), which took place on 18–19 March at Liverpool’s historic Titanic Hotel. The event brought together experts from across the road tunnel sector – including operators, engineers, suppliers, and policymakers — to explore new ideas, share knowledge, and discuss the challenges and opportunities shaping the future of tunnel operations.

With over 20 major UK tunnel refurbishments delivered since 2010, Dalkia has built a strong track record in complex infrastructure upgrades, covering everything from lighting and ventilation to fire suppression and integrated control systems. Hosting RoTOF 2025 gave us the chance to support industry-wide collaboration and shine a spotlight on some of the latest innovations making tunnels safer, smarter, and more sustainable.

Real-World Insights and Expert Discussion

The forum opened with a welcome from Dalkia and a look at our recent refurbishment of the Queensway Tunnel – a great example of what’s possible when engineering experience meets smart planning and modern technology. A packed agenda followed, featuring speakers from organisations including AtkinsRéalis, the Road Tunnel Association, Signify, Liverpool City Region, and Zitron.

Key themes included changing safety regulations, digital integration, and low-carbon solutions. Lively Q&A sessions gave delegates a chance to get involved, share their perspectives, and discuss practical approaches to real-world challenges.

Alongside the talks, an exhibition showcased the latest in tunnel technology – from monitoring systems to energy-efficient equipment – giving attendees a chance to see emerging innovations in action. The first day wrapped up with an evening networking dinner, complete with live music and a mind-reading magician.

Looking Ahead

Day two continued with more expert insights from Mott MacDonald, Teledyne FLIR, Dublin Port Tunnel, PDS, Codra and others. A keynote from Dalkia UK’s CEO highlighted the importance of collaboration in helping operators deliver safer, more efficient and more resilient tunnels.

The forum closed with updates from PIARC and ITA-COSUF, giving delegates a view of global developments and the industry priorities likely to shape the months ahead.

A Successful Event – and a Shared Commitment
