Role Overview
The Commissioning Manager will play a vital role in ensuring the successful and efficient implementation of projects. The Commissioning Manager is responsible for managing and overseeing the commissioning process of a portfolio of decarbonisation and energy efficiency projects from design through to operation and maintenance (O&M). They will ensure that systems and equipment are installed, tested, and functioning as intended before being handed over to the client.
The typical technologies and systems of the projects include energy centres, heat pumps, boilers, CHP, chillers, switchgear, transformers, pumps, control valves, air handling units, smart lighting, solar PV, controls, and safety systems.
The role will collaborate with various stakeholders including Project Managers, Project Engineers, Design Engineers, Subcontractors, Subconsultants, and the Client operational teams to develop commissioning plans, coordinate activities, and ensure compliance with regulations and standards. They conduct inspections, perform tests, and document results to verify system performance and identify any deficiencies.
Key Responsibilities & Accountabilities
- Design and plan the commissioning phase of projects to successfully deliver the project scope.
- Produce, manage, and collate the commissioning phase documentation, including commissioning plans, Inspection & Test Plans (ITP), Factory Acceptance Test (FAT) reports, Site Acceptance Test (SAT) reports, test sheets, and commissioning sheets.
- Collaborate with project delivery teams, to ensure effective planning and execution of commissioning activities.
- Coordinate and oversee all commissioning activities nationwide, ensuring compliance with industry standards and technical specifications.
- Conduct system testing, troubleshooting, and optimisation during the commissioning phase.
- Monitor and review commissioning programmes, identifying and resolving issues as necessary.
- Develop and manage the standard commissioning tools, templates, and documentation on behalf of the company.
- Finalise commissioning documentation for formal handover to customers.
- Provide handover guidance and help conduct training for end-user staff regarding installed equipment.
- Develop preventive maintenance schedules and protocols to maximise system efficiency and minimise downtime.
- Provide initial support to clients during the early operation and defects periods to troubleshoot any operational issues with installed equipment.

- Collaborate with the company Authorising Engineers and Authorised Persons to help ensure compliance with company procedures, including mechanical and electrical safe working procedures.
- Collaborate with Business Growth and Asset Performance teams to help identify opportunities for additional services and upgrades that could be offered to clients.
Knowledge, Skills, Education & Experience
- A degree in Mechanical and/or Electrical Engineering or a related field, or equivalent experience.
- Experience commissioning complex M&E systems in operational environments.
- Experience with working to industry standard commissioning documents, including CIBSE Commissioning Codes, BSRIA pre-commissioning and commissioning guides, IGEM publications, and British Standards.
- Working knowledge of NHS Health Technical Memoranda (HTM) and Health Building Notes (HBN) is preferable.
- Excellent customer service orientation, with strong communication and interpersonal abilities.
- In-depth knowledge of decarbonisation projects and energy centre technologies, components, and industry best practices.
- Flexibility to travel regularly to attend meetings and work at different client sites nationwide.
- The ability to communicate and engage with internal and external stakeholders.
- Knowledge of current legislation relating to Health, Safety and Environment.
- Ability to work within a collaborative team environment including client teams, engineers and site project delivery teams.
- Proficiency in MS Office 365 and the ability to quickly learn new software tools.
- Full UK driving licence.
