Construction Manager – (Common Building Services)
Role Characteristics:
Hinkley Point C is the UK’s first new build nuclear power station in a generation that is critical to the UK NetZero targets.

It is acknowledged that previous Nuclear based experience will not always be possible, as such supporting with project research and how individual skills may be transferable will be important.
The Common Building Services (CBS) Scope is the Small Power & Lighting installation for all buildings on HPC to facilitate the permanent works to be installed by others. Once the CBS is installed, Maintenance and Repair regimes will be developed, implemented and managed.
Elements of Mechanical Ducting Installation will be required as per the Clients instructions, along with other Scope as per the sites development and needs.
Accountabilities:
The Construction Manager is an experienced role with the overall responsibility of ensuring the CBS Scope is Installed and Constructed as per the Clients and Dalkia’s business requirements.
The CBS Construction Manager (CM) will be part of the CBS Senior Delivery Team (SDT), consisting of the CM, a Senior Project Manager (SPM), and a CBS Lead, all reporting into the Dalkia New Nuclear Construction Director.
This role requires a split of 40% out on site and 60% in the office and meetings.
Working with the Dalkia CBS Senior Project Manager & CBS Lead, the Construction Manager will manage the effective Site Delivery of the CBS Scope, ensuring working to Health and Safety Standards and Procedures, Quality Arrangements, and to Schedule & Cost.
The role of the Construction Manager includes, but is not limited to, the following aspects:
Lead the Team of Construction Superintendents & Supervisors:
- Champion all aspects of Construction Delivery HSE and CDM requirements on HPC for Dalkia, ensuring they drive the Safety & Welfare of the Operatives and that
- they manage and monitor site so that conditions are safe, tidy, and secure and create a favourable image of all CBS Activities in our work areas.
- Drive the HPC HSE reporting tool (Insight) within the Construction Delivery Team, ensuring that Safety Tours and Inspections are carried out by themselves and the Dalkia Supervision.
- Oversee quality and productivity standards with Construction Delivery Site Teams & Stakeholders, ensuring the required quality records are gathered and stored in a timely manner as the activities progress.
- Ensure that the resource requirements for both Planned and Emergent works are underpinned by a sound understanding of the associated schedules and mechanisms when new works are instructed.
- Work closely with the Dalkia Site Planning Team to develop the Resource Loaded Schedules with which we will use to engage with the Client and seek their agreement to hire.
- Communicate and engage with the work force regularly, building up their regular presence in the field as an approachable individual who is there to support and guide the workforce.
- Ensure that the Superintendents are effectively leading their Non – Working Supervisors, who in turn are effectively leading their Blue-Collar Workforce. Any deficiencies must be addressed by the CM immediately, resolved and monitored appropriately.
- Monitor and drive KPI’s (SPI/CPI) identifying issues and pinpointing specific work areas that require attention, ensuring critical path work scopes are being prioritized and the works are being coordinated with other on-site Tier 1’ Contractors.
- Lead on all HR/IR Construction Delivery issues in the field, working with the Site Based Dalkia HR/IR Team, ensuring that good working relations are maintained by the Construction Deliver Supervision and the Operatives
Lead the Logistics/Procurement Team,
- Supporting in controlling Site Plant and Material Schedules ensuring economic use of resources and reduction in waste and that deliveries are received in good condition.
- Ensure that Purchase Orders are being managed appropriately, and mechanisms are in place enable the collation of Material Cost information to the Client.
- Supporting the On-Site & Off-Site development of Storage Facilities, along with guidance on stock management and delivery of Materials & Equipment to the work faces.
- Working closely with our HPC Logistics Partners (Wilson James), in order to develop a symbiotic relationship within which both partners can optimise their activities.
- Assist in the development of the application of the Hilti Stores Control system, along with any other Software to improve the process.
- Ensure Training is in place to aid the implementation of new systems, processes, and procedures.
Lead the Permit Team,
- Supporting in the development and tracking of the Works Authorisation Forms (WAF’s), Temporary Access Certificates (TAC’s), Fire Risk Assessment (FRA’s), enabling the work activities to begin.
- Ensure that the Parent Rams are updated regularly, ensuring that their content contains the details with which to produce appropriate Child Rams associated with the applications for WAF’s.
Support the Senior Appointed Person (SAP) & Appointed Persons (AP’s) Team, (Managed by the Authorizing Engineer) (AE),
- in their activities in the field, during energisations, isolations and system walk downs.
- Ensure that the Permit Office is functioning, and that the AE & SAP are communicated to of the coming scope and the Construction Delivery requirements associated with it.
- Assist in the management of AP & Testers resource requirements linked to both the Planned and Emergent works.
- Liaise with Dalkia Training to ensure that individuals are trained accordingly, in sufficient numbers to meet schedule.
Support the Maintenance & Repair Team (Managed by the CBS Lead),
- agreeing resource levels and mechanisms of safe compliant delivery, along with the development of 24/7 Site Cover or Call Out.
- Liaise with the CBS Lead on how & when to transition and return Construction Delivery resource, across to Maintenance & Repair in periods of “Peaks & Troughs.”
Support the Design & Engineering Team (Managed by the CBS SPM):
- Study drawings and project specification, ensuring understanding of technical, administrative, and contractual requirements.
- Maintain effective relationships with all stakeholders ensuring scope of work for package is fully understood by the Construction Team.
- Attend Internal & External meetings ensuring suitable & sufficient information is received from the Dalkia SPM (Design, Specification, Calculations etc.) to enable the Construction Team to complete the Work Packs and start works.
Support the CBS Project Management Team (Managed by the CBS SPM):
- Ensure the Dalkia CBS Project Managers have sufficient Construction Delivery resource for their proposed activities, along with the required tools, plant and materials.
- Develop a sound working relationship with the PM’s, always ensuring good communications between all parties.
- Develop in depth Project Reporting mechanisms with all PM’s and the Dalkia Commercial Team, to ensure the appropriate Project Records are collated.
Support CBS Commissioning: (Managed by the CBS Lead)
- Support implementation of Commissioning Plan and Programme to comply with project/client requirements.
- Liaise with CBS Lead on performance testing of equipment and witnessing of commissioning works is completed, ensuring a smooth and compliant commissioning process.
- Assist in the monitoring snagging with a view to completing commissioning and handover simultaneously.
Key Deliverables:
- Support the Dalkia Senior Lead Team (SLT)
- Key member of the CBS Construction Delivery Team (SDT) and the Dalkia HPC Senior Management Team (SMT).
- Drive Dalkia’s participation in the NNB Site Common Services (SCS) mechanism with which NNB instruct Dalkia’s Emergent Works (Non-Planned). Ensure the CBS SDT are preparing the relevant details, requirements and Work packs to
- enable Construction Activities too begin.
- Lead and manage all aspects of the CBS Construction Delivery team in solving complex construction, installation, and logistic challenges through systematic approach to planned and organized construction project plans.
- Understand every aspect of the project contract and plan and act as a leader regarding Construction and Installation systems.
- Engage with the site project team and leadership and contribute to daily, weekly, monthly, and longer-term planning meetings and forums.
- Assist the CBS SDT in the production of the Weekly & Monthly Reports to the Client.
- Ensure Construction Team attendance to the NNB (CDM) Meeting Cadence (16 WLA, PLOW’s & PLOD’s) to enable work activities to take place in the various building on HPC, in accordance with the NNB Area Model.
- Coordinate with the Project Procurement Manager and the wider Dalkia Logistics Team.
- Contribution of project lead team reviews, meetings, and discussions to set and maintain the project objectives and performance.
- Implementation of performance monitoring and reporting including regular monthly dashboard preparation with real time KPI’s. (Level 4, 3 & 2 Dalkia Reporting Boards)
- Look ahead forecasting resourcing projections defined by level and skills to support the resourcing and onboarding of relevant workforce operatives.
- Drive the digitization, via the use of Tablets and Software, of the Dalkia Activities on HPC (Construction Daily Site Logs, Logistics and Stock Management, Commercial Reporting, HSE Reporting & Plant Checks)
- Support the development of Area Information Sheets to better prepare for multiple Area/Building access & Activities
- Support the development of Pre-Work Check Sheets, to ensure all prerequisites are fulfilled prior to work commencing.
- Ensure Quality Control processes are being followed in the field, prior, during and at the end of all installation activities (ITP’s ITF’s) – Control any Internal NCRs associated with installed Systems.
- Manage and ensure the Dalkia Construction Team Site Attendance/Absence Spread Sheet is up to date and valid, enabling quick visual for resource planning purposes.
Minimum Qualifications/ Experience
(as per MEH matrix)
- Degree-Level Education or equivalent qualifications in construction -related fields:
- Construction Management
- Civil Engineering
- Building Studies / Construction
- Quantity Surveying
- Level 4 or Level 6 NVQ Diploma in Construction Site Management
- Apprenticeship – Higher or degree level Apprenticeship in construction management
- SMSTS (Site Management Safety Training Scheme), CSCS Black Card, or JIB Card
- Relevant health and safety qualification
Additional Qualifications/ Experience:
- CIOB Chartered Membership (MCIOB) – Awarded by the Chartered Institute of Building (CIOB), this demonstrates professional competence.
- NEBOSH Construction Certificate – A health and safety qualification valued in the construction sector.
- Experience in site supervision, project management, or construction engineering.
- Strong knowledge of health and safety regulations, building codes, and project management principles.
- Proficiency in construction software (e.g., MS Project, Primavera, or Asta Powerproject).
- Understanding of Nuclear Site Licence Conditions.
